A fair start for every child in Rwanda
The goal of this programme, which is granted by the Education Outcomes Fund (EOF), is to improve the quality of Early Childhood Education (ECE) across 130 ECD-centres, reaching 25,000 children in 390 community-based centres in the coming three years. It is more than just a project; it’s a commitment to inclusive, high-quality education for every child, regardless of ability or background.
This programme pioneers outcomes-based financing: funding is only disbursed when measurable improvements in centre quality and children’s learning outcomes are achieved.

Small steps, Big dreams
Goal: improving the transition from Early Childhood Development to primary education for children in remote areas of Rusizi District. The project is named after the Kinyarwanda term ‘NATWE’, meaning ‘And us’, reflecting community requests for assistance to access ECD services. This project builds on the success of the ‘Building Better Beginnings’ initiative and aims to establish 12 additional ECD centres, six new constructions, and six renovations to improve Early Childhood Care in underserved areas, particularly focusing on the remote Nkombo island and Butare sectors.
