A fair start for every child in Rwanda

We’re proud to announce that Help a Child will play a crucial role in the implementation of a new, ambitious programme in Rwanda aimed at creating better opportunities for young children.

The goal of this programme, which is granted by the Education Outcomes Fund (EOF), is to improve the quality of Early Childhood Education (ECE) across 130 ECD-centres, reaching 25,000 children in 390 community-based centres in the coming three years. It is more than just a project; it’s a commitment to inclusive, high-quality education for every child, regardless of ability or background.

Confidence, curiosity and courage
A majority of Rwandan children are not enrolled in formal pre-primary programmes, with enrolment concentrated mainly in cities. And among those who do attend, only a small percentage meet the expected development targets in literacy and numeracy.

“Preschool education gives Rwandan children more than knowledge; it gives them confidence, curiosity, and the courage to shape their own future”, says Programme Manager Geert de Jonge.

Consortia
We are honoured to implement this programme as Help a Child Rwanda, leading a consortium with AEE and Bridges Outcomes Partnership. In parallel, Plan International, Caritas, Save the Children, and the Bridges Outcomes Partnership will also deliver the programme as part of the broader consortium approach. This initiative is aligned with the Government of Rwanda’s national vision to expand and improve ECD services and increase pre-primary enrolment across the country.

Result focused
This programme pioneers outcomes-based financing: funding is only disbursed when measurable improvements in centre quality and children’s learning outcomes are achieved. That means robust monitoring, close collaboration with an impact investor, and a focus on results. The programme will ensure accessible physical infrastructure, inclusive caregiver training, and equal opportunities for children with disabilities, laying a strong foundation for lifelong learning.

The programme was officially launched on October 29, 2025. Help a Child is excited to be part of this bold step forward for Rwanda’s children and for the future of education.
